We are seeking a consultant to lead and coordinate the development and implementation of the NM
Community Voice Coalition (NM CVC) over a 2-year period. The consultant will support coalition-building
efforts by facilitating alignment among community-based organizations, guiding strategic planning, and
overseeing capacity-building activities for organizations and individuals. They will help design and execute a
policy education and advocacy strategy that centers the voices of historically underinvested communities,
with a specific focus on prenatal to age three (PN-3) priorities. Additionally, the consultant will ensure timely
progress toward deliverables, including stakeholder engagement, coalition infrastructure, and collective
action planning.
As part of this role, the consultant will be responsible for coordinating and facilitating the coalition in
partnership with co-leadership of the coalition to achieve the following deliverables by June 2027:

● Recruit and maintain active participation of at least 30 individual coalition members representing up to
20 community-based organizations engaging in PN-3 policy efforts
● Ensure that parent leaders are meaningfully engaged and contributing to the development of coalition
policy priorities, directly or indirectly.
● Conduct an evaluation of the coalition partnership's impact, gather feedback, and implement
adjustments to support continued engagement and growth.
● Finalize a 3–5 year strategic vision that outlines the coalition’s long-term priorities for educating
policymakers in New Mexico.
● Drive substantive progress on at least two policy change efforts that support the needs of families with
children prenatal to age three (PN-3).
● Coordinate statewide engagement of at least 600 community members from underinvested, rural, or
disproportionately impacted communities in issue education and organizing activities. Of those, ensure
at least 100 participate in capacity-building activities.
● Increase media visibility of PN-3 priorities, with a minimum of 12 examples of media coverage during
the grant period.
● Facilitate the coalition’s submission of at least two grant applications to support its sustainability
beyond this grant.
● Update the coalition’s initial roadmap and develop a finalized 2-3 year implementation plan to guide
the coalition’s continued efforts.
● Raise a total of $200,000 by the end of the grant period to support the coalition’s long term
sustainability.
● In partnership with Interconnected Alchemy (the consultant that works with the Pritzker Children’s
Initiative to support the coalitions in each state they are investing in), evaluate the impact of the power
building convening to inform future training strategies.
● Execute a three day power building convening with 20 participants.

The scope of work includes but is not limited to:
● Provide administrative support services, including coalition meeting coordination, documenting and
reporting, and maintaining all coalition documents and records. Serve as the point of contact between
the community voice coalition and partners
● Collaborate with co-leadership organizations to coordinate project deliverables and maintain alignment
with the overall timeline
● Lead coalition building efforts to establish 30 core members representing up to 20 community based
organizations from underserved and underinvested communities. Support recruitment strategies to
grow the coalition’s membership based and amplify policy solutions prioritized by New Mexico families
with children from the perinatal stage to age three.
● Support the coalition’s collaboration with existing NM Coalitions to jointly develop and advance a
shared vision for the future of children and families in New Mexico
● Support policy engagement efforts, including the development and refinement of a policy agenda that
addresses systemic barriers and centers the needs and and priorities of New Mexico families
● Coordinate efforts to engage and build the capacity of community leaders, especially in
underinvested, rural, or disproportionately impacted communities, ensuring they are prepared to lead
and participate in PN-3 public education and advocacy.

● Lead efforts to raise awareness of PN-3 issues by supporting the coalition’s communication strategy,
which includes an effort led by Advocacy & Communications Solutions.
● Support resource development to strengthen coalition leadership and membership and help ensure the
sustainability of the work beyond the duration of the 2 year grant.
● Coordinate convenings that build power, foster solidarity and expand the coalition to 20 statewide
organizations and 30 new members
